A low quote is easy to give. The bill at the border is what counts. Here is how Zambia really charges you, and the 7 questions that show which shipper you can trust.

"My goods cost me 400USD. The shipping quote says 169USD for shipping and clearance China customs. Then the quote say 2500 USD for local charges."

An importer in South Africa, in a Facebook group. See the post

Read the numbers again. $169 to ship. $2,500 more on arrival. On $400 of goods.

That is one buyer, in a neighbour country. But the story is common. In the posts we read from importers in Africa and elsewhere, it is the fear that comes up most: a low quote at the start, and a big bill at the end.

Picture this

Your goods are packed. Four suppliers, one shipment. You paid the deposit.

The shipper said "all in". You believed the price.

Then a message arrives: "Local charges. Pay before we release."

You are thousands of kilometres away. Your stock is in someone else's warehouse. Your customers are waiting.

What do you do? You pay.

This is avoidable. Not by luck. By asking the right questions before you pay. This page gives you the 7 that matter.

What you will learn on this page

  • How Zambia works out your duty, and why your freight price changes your tax.
  • A calculator that shows your customs value and duty before you pay anyone.
  • When you need a clearing agent, and when you do not.
  • Why post is not duty-free for traders.
  • The new advance cargo rule that can hold your goods at the border.
  • 7 checks to run on any shipper, including us.

How Zambia charges you, from Zambia's own tax authority

0 to 40%customs duty, depending on the goods
16%import VAT on most goods
$2,000above this, a clearing agent must declare
CIFthe value the duty is worked out on

The part that surprises people is CIF. It stands for cost, insurance and freight.

Zambia does not charge duty only on the price of your goods. It charges on the price plus the freight, plus the insurance, plus other costs up to the border.

So your shipping price is part of your tax. A higher freight quote means more duty.

Do the sum before you pay anyone

Customs value (goods + freight): $6,200

Duty at your rate: $1,550

Every extra $100 of freight adds: $25 of duty

Customs value here is goods plus freight. Zambia also adds insurance and other costs up to the border. VAT of 16% is charged on top and is not in this sum. 25% is only a starting number: the rate depends on your goods and runs from 0 to 40%. Ask your agent for your exact rate.

The 7 checks

Run all 7 on every shipper. If one cannot answer in writing, that tells you what you need to know.

1Is the price door to door, in writing?

"Shipping" can mean three different things. The flight. The flight plus customs in China. Or all the way to your town.

Ask: "What is the total price from your warehouse to my town, with every fee included?"

Red flag: a price with no word on "local charges", "destination fees" or "clearance".

One first-time importer put it well in September: many quotes "cover only the linehaul and leave you with destination fees, duties and customs charges on arrival."

2Who clears your goods in Zambia?

Zambia's tax authority says loads over USD 2,000 must be declared by a clearing agent. A good shipper has one, and tells you who it is.

Ask: "Which agent clears my goods in Zambia? Is the clearance fee in the price?"

Red flag: "Our partner will contact you." No name, no price.

Our answer: a local agent clears customs in Zambia. Ask us for the details for your goods when you request a quote.

3Is the declared value true?

Some agents under-declare to make the tax look low. It looks like a saving. It is a trap.

Zambia's tax authority says a wrong declaration leads to an extra assessment and automatic penalties. Your goods are released only after you pay them.

Ask: "Will the value on the customs form match my supplier's invoice?"

Red flag: "We can make the invoice smaller."

4Do they file the advance cargo information?

This one is new. Since 1 July 2026, every transporter carrying goods into or through Zambia must send the cargo details to Zambia's tax authority before the goods arrive. The form is called CE1. The authority has also announced penalties for those who do not file.

Ask: "Does the carrier file the advance cargo information (Form CE1) for my load?"

Red flag: "What is that?"

5When does the clock start?

"7 days" can mean 7 days from the day you pay. Or 7 days from the day the goods leave China. Those can be weeks apart.

Express and postal shipments leave from our warehouse every day. Sea shipments leave 2 to 3 times a week, depending on the carrier. Zambia has no seaport, so sea cargo lands at Dar es Salaam, Durban or Walvis Bay and then travels on by road or rail.

Ask: "When does the clock start, and how long to my town, including the road leg?"

Red flag: one number, with no start point.

6Can they combine all your suppliers?

If you buy from 3 or 4 suppliers, shipping each one alone costs a lot more. The fix is one warehouse that receives everything, then sends one shipment.

But watch the storage clock. Suppliers rarely finish on the same day.

Ask: "Do you receive from many suppliers? How many days of storage are free, and what is the fee after?"

Red flag: no answer on days, or a fee they cannot state.

Our answer: we charge no receiving fee. New customers get 30 days of storage free. After that it is $0.49 per cubic metre per day. We set no minimum volume and no contract.

7What happens if goods are lost or damaged?

By law, an air carrier pays by weight, not by value. A 10 kg carton worth $5,000 gets about $350 back at the legal limit.

Ask: "Is cargo cover included? What does it cost? What does it pay?"

Red flag: "Don't worry, it never happens."

Our answer: cover is not included automatically. We offer it for an extra fee. Ask before you ship, and tell us the value of your goods.

Express takes 2 to 5 working days. Air freight takes 5 to 10 days. Postal packets take 10 to 28 days. Sea freight is the slowest. Zambia has no seaport, so sea cargo lands at Dar es Salaam, Durban or Walvis Bay and then travels by road or rail. Ask for the full time to your town. Customs can add days.

How often do shipments leave?

Express and postal shipments leave every day. Sea shipments leave 2 to 3 times a week, depending on the carrier.

What duty and tax will I pay in Zambia?

Zambia's tax authority says customs duty runs from 0 to 40%, depending on the goods. Import VAT is 16% for most goods. Duty is worked out on the CIF value: the price of the goods, plus freight, plus insurance, plus other costs up to the border.

Do I need a clearing agent?

Zambia's tax authority says consignments over USD 2,000 must be declared by a clearing agent. Smaller ones can be declared without an agent. On our shipments, a local agent clears customs for you.

Can I send goods by post duty-free?

Only in narrow cases. Zambia's rule: a single parcel worth USD 50 or less, including freight and insurance, is duty-free. Parcels up to USD 1,000 are duty-free only when they are for the personal use of a private person, and not for sale. If you buy to resell, plan to pay duty.

What is advance cargo information?

Since 1 July 2026, transporters must send cargo details to Zambia's tax authority before goods enter or pass through the country, on Form CE1. Goods without it can be held and penalised. Ask your shipper if the carrier files it.

Can you insure my goods?

Cover is not included automatically. We offer cargo cover for an extra fee. Ask for it before you ship, and tell us the value of the goods.

Does a quote cost anything?

No. A quote is free. Tell us what you ship, how much it weighs, and your town in Zambia. We reply within 24 hours.
